Topic: EIR on Proposed China Shipping TerminalJuly 24, 2003 U. S. Army Corps of Engineers Re: Environmental Impact Report on the proposed China Shipping Terminal Dear Mr. Burnam: The Northwest San Pedro Neighborhood Council was formed as a part of the City of Los Angeles Charter Reform. We are one of three neighborhood councils in San Pedro and represent 25,000 stakeholders (residents, businesses, educational & service organizations). The proposed project specifically impacts the community we represent. The increase in port operations over the years has resulted in increased traffic, air pollution and concerns about safety. We are supportive of the overall China Shipping project provided that the additional impacts attributed to the project can be balanced by appropriate mitigation measures. In that regard, our Council wishes to express the following concerns: 1. To the extent that the proposed China Shipping terminal increases ship and truck traffic, this will increase air pollution and traffic congestion in the harbor area. We were delighted when Mayor Jim Hahn announced that there would be no net increase in pollution from port activities for the port communities. However, we have yet to see much progress in defining a baseline for the current level of air quality and traffic congestion within the harbor area. We look to the Environmental Impact Report to help set this baseline and put in place a plan to accomplish the Mayor’s vision as it relates to China Shipping. 2. The issue of safety must be approached from two fronts. The China Shipping Terminal is located close to many residences, businesses and commercial ventures and transportation links of our community. After 9/11 we are all aware of the need for institutionalized methods to assure that containers entering the port are not a security risk. In addition, thousands of individuals work on the docks and in the warehouses around the port. We need to be sure there is a safe work environment. Safety for the workforce and the community should be a key part of any Environmental Impact Report. In summary, we believe in a balance. The proposed China Shipping Terminal will bring important benefits to the nation and the Southern California economy. Those gains should not be made at the expense of the San Pedro, Wilmington and Harbor City Communities.
