Topic: Capitol Drive Flood Control ChannelNovember, 2003 Councilwoman Janice Hahn RE: Capitol Drive Flood Control Channel As you are aware, the Northwest San Pedro Neighborhood Council received complaints from residents whose homes back on the Capitol Drive Flood Control Channel which is owned by the City of Los Angeles. After meeting with the residents and representatives of the Department of Public Works, the Neighborhood Council has determined that covering of the drain is not economically feasible at this time. With the help of Claudio Gallegos and Robert Urteaga of your staff, we did identify several things which the City could do to improve the overall safety and appearance of this property and we hereby request your assistance in implementing the following: 1. Spraying by Vector Control to eliminate mosquitoes has been initiated. We want to be sure that it continues on a regular basis. 2. Replace the existing fence with a one that is at least 6’ high and install a guard rail to prevent cars from plowing into it. 3. Schedule regular quarterly cleanings of the flood control channel. 4. Weed and generally clean up the area, including regular removal of graffiti. 5. Identify funds for planting of low maintenance trees and ground cover Once the plans are finalized, we would suggest that they presented to the residents for final approval.
