Issues Committee Report for February, 2005Peck Park Research by our Peck Park Planning Consultants has determined that goats may be a viable method of vegetation management and brush clearance. They are used for this purpose by the LA County Fire Department and the City of San Francisco Department of Recreation and Parks. Initial estimates indicate that their cost is about half that of traditional brush removal methods. Seeds to not pass through the digestive tract of goats so there is no problem of spreading seeds of undesired plants. Goat grazing companies bring their own herder and temporary fencing to safeguard the goats and control the areas under clearance. The goats are removed when the brush is cleared. The discussion of the use of goats was not on the posted committee agenda, so no official formal recommendation could be made by this committee. The committee did however suggest that the following motion be placed on the agenda for the full Council: NWSPNC requests that the Department of Recreation and Parks develop a pilot project for the use of goats at Peck Park as part of this year’s brush removal effort. We would also ask the Department to report at the February 23 meeting of the Issues Committee regarding their plans for such a pilot project. It was suggested that perhaps the community clean up event at Peck, which will be chaired by Margaret Moilov, be tied to the launch of the pilot project. The proposal for an Urban Streams Restoration Grant was submitted by LANI. The security camera for Peck Park has been purchased and is awaiting installation. Navy Land Auction (Western Avenue) Bidding is up to $64 million. The rules of the auction allow the Navy to extend the close of bidding as long as there are people bidding. Some of the bidders have indicated that they might be willing to construct ballfields in exchange for increased density. CRA (Community Redevelopment Agency) Pacific Corridor Redevelopment Area In May 2002, the City Council adopted the Pacific Corridor Redevelopment Plan which adjoins and enhances the Beacon Street Redevelopment Plan adopted in 1969. These are 30 year plans. Basically the Pacific Corridor encompasses the area from 15th Street on the South (although a portion extends to 22th Street) between Gaffey and Harbor Blvd. On the North it extends to Capitol Drive. Jodi Van Meter is our representative on the Citizens Advisory Committee (CAC) for this project which meets on the first Wednesday of every month at 6:00 pm at either San Pedro City Hall (4th floor) or the Sheraton. CRA projects are generally funded through tax increment financing – that is a portion of the taxes which are produced from the new development in the area go to the CRA for use on other projects within the area. They also seek out other grants and receive income through various developer fees. At least 25% of their funds must be spent on low and moderate income housing. One of the things that they can fund is “Streetscape Improvements”. They also work to coordinate the efforts of multiple City Departments as they relate to a single project. There are currently four housing developments in process: Centre Street Lofts, 666 Center, 116 for sale units mostly 1 & 2 bedrooms La Salle Hotel – conversion to loft condos – 30 units Bank Lofts 407 W. 7th – 89 Lofts for sale Bay View Apts – 255 W. 7th – 318 rental units They are also involved with facilitating the development of the Welcome Park and upgrading the facades at 8th & Pacific where there are 3 historic buildings. They are currently seeking to hire a consultant to develop an Integrated Planning efforts with the Port to focus on the non-port side of Harbor Blvd. They want to identify development opportunity sites along Harbor Blvd that will help to stimulate economic development and to have similar landscaping and streetscape on both sides of Harbor Blvd. A committee will be appointed to work with the consultant. Susan Totaro is the Project Manager and Rafique Kahn is the planner for this area. DiCarlos DiCarlos parent company has filed for bankruptcy. It is possible that the judge will order the property to be sold at auction. Some prospective purchasers have indicated that they would be willing to retain the ballfields but only if they are allowed significantly increased density. JCC Homes Residents of the area immediately adjacent to the proposed JCC Homes Highland Estates have been meeting to discuss their ideas about the street realignment and the park. They will report back to the Issues Committee after they discuss their ideas with the developers. Other N. Gaffey Planning Considerations The Sanitation Department has funding for an improved transfer facility and may be interested in selling off part of its site. There has been interest expressed in this property by major retailers such as Target and Staples. Approximately 36 new homes are scheduled to be built in Miraflores Canyon. No change in zoning is required. Council Office is trying to get funds in the City’s ‘05-’06 budget to update the Community Plan. Betsy Weisman is our planner.
