Issues Committee Report for April, 2005

N. Gaffey Planning

Four consulting teams responded to our Request for Qualifications to develop a Conceptual Land Use and Traffic Plan for N. Gaffey. All four teams were interviewed by a three member interview panel. Using questions and criteria developed by the Issues Committee, the Interview Panel scored each of the four proposal teams. The highest scorer, and unanimous first choice of all three reviewers, was MDA Johnson Favaro. MDA Johnson Favaro is the firm that has been working with the Sunland Tujunga Neighborhood Council. A copy of their proposed statement of work and timeline is attached.

The next step is the development of an agreement between DONE and MDA Johnson Favaro. Resolution to approve selection and authorize DONE to enter into agreement is attached.

We are in the process of establishing a N. Gaffey Steering Committee to work with the consultants and also to provide oversight for N. Gaffey Beautification Project. Chris Wickers has agreed to be the chair. Proposed initial members include Jim Cross (Chair of the Port Master Plan Committee and business owner on N. Gaffey (CrossAmerica), John Mavar (former Honorary Mayor and former staff to Mayor Hahn), and Chuck Hart. Additional members are being sought. The Committee’s first meeting will be with the consultants to review and finalize the statement of work.

MOU with DWP

MOU was signed with DWP. There is however a related issue – representation on, and possible delegation of authority to, an oversight committee. This will be discussed at the next issues committee.

Cultural Affairs Proposed MOU

Lee Sweet, Department of Cultural Affairs (DCA), discussed the proposed MOU that would set up a formal mechanism for Neighborhood Councils to work with DCA to in the delivery of services to the Harbor area. The MOU was developed as a part of the USC Neighborhood Participation Project. They worked primarily with representatives of the Central Neighborhood Council, but other NCs were invited and did participate in some of the meetings. The MOU would:

• commit DCA to educating the NCs on the operation and booking of the DCA Harbor area arts facilities (Warner Grand, Firehouse Arts Center, Croation Cultural Center, and Banning’s Landing);
• provide increased stakeholder participation in the development and evaluation of arts programs and events;
• develop priorities projects for funding through the One Percent for the Arts Set aside (there is a motion before City Council to require that these funds be spent in a five mile radius of where they are generated),
• provide quarterly public meetings to advise interested stakeholders of planned programming and opportunities, and
• develop a “Harbor Area Programming Budget Request”


Bob Gelfand, chair of the Issues and Cultural Affairs Committees of Coastal spoke against it and also recommended that it be expanded to include all of the NCs in the 15th Council District.

The NC Presidents (or their representatives) have been invited to further discuss the MOU on Wednesday April 27, 2005 at 6:00pm at the Croatian Cultural Center, 510 West 7th Street (at Pacific). A copy of the draft MOU has been posted on our website HERE.

Building and Safety Code Enforcement

David Jones, Building and Safety, reported that they had nearly completed the code enforcement (N. Gaffey/N. Pacific/Harbor Blvd). They issued 26 orders to comply, 19 of which had been complied with, four were in the process of complying, and three of which they anticipated would require legal action. Some of the results were to shut down the informal “thrift store” on basin, removal or illegal signs (or reduced size), and a new fence in front of one of the properties on N. Pacific/Harbor Blvd. They will continue to monitor the changes. Ongoing code enforcement problems can be reported to the Council Office or directly to David at dxjones@ladbs.lacity.org.

According to David, the Harbor City Neighborhood Council has set up a program that trains residents to look for code violations and alert Building and Safety. He suggested that we might to consider such a program.

Capitol Drive Storm Drain

Shannon reported that Environmental Affairs would like to have the trees planted by the end of April. Home Depot is trying to get their vendors to donate the shrubs and ground cover. Standing water has been a problem as a result of the recent rains. Also, there is a problem with the trees on private property that drop their foliage into the drain.

Next Meeting

Next Issues Committee meeting is scheduled for 6:30 pm Wednesday April 27 at the San Pedro City Hall, 4th floor. Agenda items will include Proposed Alternative Fueling Depot at Sanitation Yard, Presentation by the World Port Business Park, and the DWP MOU oversight committee.

Peck Park Master Plan

LANI & Mia Leher Assoc. are finalizing the plan. They now anticipate it will go to the Board of Recreation and Parks in May. Still need to find a way to get the environmental review done. One of the major outstanding issues is the responsibility for the actual oversight of the Canyon. Plan to explore the possibility of developing a special arm of the PVPLC.

• Host ongoing clean-up events
• Provide information to the community
• Arrange for or provide funding for small improvements
• Conduct small fundraising efforts – such as the Neighborhood Matching Fund
• Assist in developing partnerships
• Hikes
• Group to manage native plant areas
• Educational events
• Provide letters of support for grant applications
• Recommend barrier locations
• Recommend locations and information for regulatory signage
• Coordinate receipt of maintenance reports from Rec & Parks and share info with community
• Coordinate receipt of activity reports from LAPD and share info with community
• Give periodic reports to the Park Advisory Board

Proposed roles for the Park Advisory Board:
• Identify and report ongoing issues
• Monitor safety and maintenance activities
• Provide letters of support
• Small fundraising efforts

Proposed roles for CD 15
• Support the Peck Park Steering Committee in carrying out its work
• Prioritize the project
• Coordinate large grant opportunities with City agencies and foundations, etc.
