Issues Committee Report for June, 2004AmeriGas Board of Harbor Commissioners granted a 60 day extension. Forum is planned for 1:30 pm Sunday July 18 at Liberty Plaza (across the parking lot from main Port Building). Dennis Lord will moderate. Central NC has agreed to co-sponsor. Coastal, Wilmington, and Harbor City are also being approached. There will be several panelists and also a resource panel. We have continued to refine the questions distributed at the last meeting. Planned format will be brief introductions followed by moderator posing the questions (probably in a modified form) to the panelists as appropriate. This will be followed by a Q & A session and then the opportunity for comments. Port and AmeriGas are both confirmed. Other invitees include: DOT, AQMD, Valero, British Petroleum, Fire Department, Coast Guard, Council Office, Harbor Commissioners. Navy Property Update Anticipate that 44 acres of the property on Western will go to auction in mid-summer. His property is zoned R-1. VOA received 18 acres of the property on Western which they plan to sell at the same auction. They will keep the 76 acres they received on P.V. Drive. Landscaping along N. Pacific Kurt Arend, Port of LA, presented the conceptual plans for Phase I of the landscaping on N. Pacific/John Gibson Blvd. from the Police Station to Front Street. The proposal calls for it to be a passive park with an off-street bike path. We are probably looking about 1 ˝ years for completion. The steps and approximate times include the following: • Approval of conceptual plan by Sr. Port Management: 1 month • Community input process: 1-2 months • Development of detailed design: 2 months • Bid development 3-4 months • Bid process 4-6 months • Construction 3 months Landscaping along N. Gaffey The property along the railroad is co-owned by the Port of Los Angeles and Port of Long Beach. The two ports meet monthly to discuss. Dan Knott is the Port of LA representative. Chevron has a pipeline right of way on part of the property. Marisa spoke with them and indicated that although they were not very receptive to the idea, it might be possible to partner with them in beautification of that portion of the property. They previously partnered with the City of Paramount in a similar effort. Marisa will continue to follow up. The Port is looking at removing the billboards from N. Gaffey and estimate that it will take about 6 – 9 months. Beacon House Clean Up As of June 1, Beacon House had use $4,000 of the $10,000 from Coastal
and 5. PV Drive North and Five Points to PV Drive North and Western Proposed Inclusionary Zoning Ordinance Elise reported that the proposed ordinance would require every development over 4 units to include affordable housing funded as part of the development. The proposal is very controversial and the Councilwoman has not yet taken a position on it. Perhaps we should sponsor another community forum or at the very least invite representatives from various viewpoints to present at a future meeting. CERT Training CERT Training was cancelled due to lack of sufficient participation. Thanks to Shari for all of her hard work on this. Kinder Morgan John spoke at the AQMD hearing regarding the odors at Kinder Morgan. Outcome is not yet known. Committee Workplan Attached is the list of the issues that the committee is tracking along with a brief status and tentative follow-up date. Next Meeting Next Meeting is scheduled for 7:00 pm June 29 at the San Pedro City Hall.
