Issues Committee Report for July, 2004

Kinder Morgan

As a result of the AQMD hearing, an abatement order was issued and a settlement was announced in principle.  Kinder Morgan has agreed to stop taking products as of September 5, and empty all tanks and clean them out by November 4!!!!  They will provide weekly updates to AQMD on their progress.  We presume they will clean up the site, remove the tanks and give up their pipeline and dock lease at some time in the future.   Councilwoman
Hahn's office will help them get residential zoning for the property, so they can eventually sell it. This is a tremendous victory.  We will continue to monitor it as details are worked out.

Capitol & Statler Drive Storm Drains

The new fencing has been installed! We will follow up regarding the landscaping.

Peck Park

Master Plan: City Council finally approved the additional City Funds and the Contract with LANI for the development of the Master Plan.  A Canyon Walkthrough is scheduled for Tuesday, July 13th at 4:30pm.  We will be meeting in the foyer of the Peck Park Community Center.    This is a great opportunity for us to kick-start this planning and design effort with the Mia Lehrer + Associates team.

Improvements:  Repair of the concrete in front of the auditorium and installation of the “No Off Leash Dogs” is scheduled for the week of July 26.

Proposed Housing Development, 28000 S. Western

At our April meeting, the NWSPNC approved in concept, a proposed housing development on the old racquet club/gym property adjacent to Albertson’s market.  The proposal is for the development of 140-160 condos at a height of 65 feet, roughly the same as the existing condos in front and behind the property.  Development of this property would abate the existing problems in the abandoned facility and has the support of the resident council of the condos behind it.  Council members did, however have some concern over the ingress and egress to the property and wanted to ensure that the landscaping and other esthetics were acceptable to the nearby residents.  We requested that the developers return to the Council for final approval.

AmeriGas

Forum will be held on Sunday July 18 at 1:30 pm in the Board Room of the Port. Volunteers are needed to:

•         Distribute Fliers

•         Help with hosting

•         Distribute head phones

•         Arrange for & set up refreshments

DONE will no longer pay for translation services.  DONE will arrange for them and has advised us that the cost will be approximately $500.  Marisa is asking the Port if they will provide.  We are also speaking with Wilmington and Central regarding splitting the cost, however we may need to cover all or part of the cost.

Motion:  Authorize up to $500 to cover the cost of translation services for the AmeriGas Forum.

MTA Buses

VDO Homeowners presented their concerns regarding the approximately 90 busses that pass through their residential neighborhood each day from 4:57 am to nearly midnight with the accompanying noise and diesel fumes particularly as their engines idle during layovers. Four lines use Averill as either a layover or as a turnaround loop. Some stops also create safety problems due to blocked visibility for motorists/residents.  The group developed a specific proposal for changes and presented it to MTA.  Their proposal includes:

•         Relocation of the layover from Averill Avenue (Weymouth Corners area) to the Hospital

•         Relocation of a bus stop that generates blind spot for residents coming in and out of their driveways

•         Re-routing of several buses

They are also looking at possible violations of the noise ordinance.

MTA is evaluating the proposal and will meet with the group and any other interested parties in August to determine the next steps.

Attached is a proposed resolution of support for their petition to be sent to Councilmember Tom LaBonge, the City’s representative on the MTA Board. 

The group is also looking at the possibility of a transit center where larger busses from outside the community could connect with smaller buses that would be more compatible with our neighborhoods.  When Svornich was in office there was some discussion of turning the PAC Bell Center into a Transit Center.  Another alternative is the existing Park and Ride off Harbor Blvd. 

Speeding on First Above Western

Residents continue to be concerned about the speeding on First Street above Western.  There have been several collisions involving parked cars.  Previous monitoring with the speed trailer did not show a pattern of speeding.  It has been suggested that the trailer was placed in such a visible location that individuals had the opportunity to slow down before the reached the trailer.  Area residents have recommended that the trailer be placed near 1918 Miraleste.

Motion:  That the NWSPNC send a letter to the LAPD requesting that the speed trailer be placed near 1918 Miraleste and that the results be forwarded to the Council.

Intersection Safety

A resident has requested the installation of a three way stop sign at First and Miraflores.  Also concern was raised about the intersection of Via Colinita and Enrose.

The variety of issues regarding traffic and busses points to the need for a more comprehensive approach to transportation in our community.  It was suggested that we invite LADOT & the MTA to the next meeting.

Health Care For All

Senate Bill 921 (Kuehl), Health Care for All Californians, would create a Single Payer universal health coverage system in California with a publicly administered health trust fund.  The speaker at our meeting told us that the financial impact has not yet been analyzed and that although the bill has passed the Senate, it will go into suspense this year and be reintroduced next year. We requested that the sponsoring organization, Health Care for All, contact us again after the financial impact statement has been prepared.

Proposed Inclusionary Zoning Ordinance

The Harbor Area Planning Commission will have an informational meeting on the proposed ordinance immediately following their regular meeting on July 20.  Their meeting starts at 4:30 pm in the Board Room at the Port.  This will be a major item at the next issues committee meeting.

Landscaping Along N. Pacific

Copy of conceptual plan that was presented at our last meeting has been posted on our website.  Kurt will present an update at the next Issues Committee Meeting.

Street Resurfacing

CD 15 will have funds to resurface only about 7 miles of streets this year, 2 - 2.5 miles of which will be in San Pedro.  Channel is on the list to be resurfaced.  A suggestion was made that the cost of resurfacing might be reduced if the work could be done by contractors with the Harbor Department, thus increasing the number of miles.  The Council office will investigate this.

Bus Benches

Installation is scheduled for December.  Council office will speak with port regarding the proposed locations that are port property.

Di Carlos Property

The Southern California BioTech Coalition has expressed interest in developing a BioTech Park on the DiCarlos Property.  This might also be a good use for the AmeriGas property if that facility is closed.

Community Advisory Committee (CAC)

•         The CAC is in the process of finalizing their design guidelines. 

•         La Salle Hotel – plan to convert to condominiums or lofts

•         New Savon is going in at 7th & Gaffey

•         Former Interstate/Wells Fargo Bank (7th & Mesa) to be converted to “Bank Losts”

•         Mapped the historical structures; Looking to expand the “Historic Area”

•         7th street is being designated as an “Arts Walk”

•         Requested input on what should be done with N. Gaffey/Bureau of Sanitation area
