Issues Committee Report for September, 2004

Inclusionary Zoning

Carlos is chairing an ad hoc committee to draft a position paper on Inclusionary Zoning for consideration by our Council at its Oct Meeting.  The Committee will meet on Thurs, Sept 16 at 6:30 pm at the San Pedro City Hall, 4th floor, and again on Wed. Sept. 22. The draft will be considered at the Issues Committee meeting on September 29.  The Sept 16 meeting will include representatives from the proponents of inclusionany zoning, and the group that drafted the alternative “Housing for All: Fair Share Plan” that was mentioned at our Aug. meeting by speaker Carol Schatz.  Background information and a copy of the alternative plan are available at our website.

The City’s Housing Department will be doing one more presentation on the proposed ordinance on September 21at 6:00 PM, at 1200 West 7th Street, in downtown LA - details are on their web site - www.cityofla.org/lahd/pln.

AmeriGas

Councilwoman Hahn has introduced a City Council motion for the Harbor Dept to work with representatives of Amerigas and the refinery industry to explore the feasibility, identify funding and present recommendations to the Commerce, Energy and Natural Resources Committee of City Council within 90 days on relocating the Amerigas Terminal to a site better suited for its operations.  We will be looking for folks to attend the Committee meeting once it is scheduled.

MOU with Cultural Affairs

As a result of an intense process facilitated by USC, the Central Neighborhood Council has developed an MOU with the Department of Cultural Affairs which they are hoping other Harbor Area Councils will also sign.  They will be having another meeting on Thursday September 30th, 7:00 - 8:30 PM, on the stage at the Warner Grand to talk about the MOU, review the Booking Process and conduct a prioritization exercise for the Department of Cultural Affairs Budget.

Buses

The MTA has agreed to the proposed changes in bus routes. Thanks to Guillermo for his leadership on this.

Peck Park

Furniture was delivered August 16. Carpet installation should occur soon.  Q Star camera will be installed shortly in the patio of the child care center. 

Storm Drain Landscaping

We are working with Council Office & Home Depot to develop landscaping plan for Capitol Drive in front of the storm drain.

Neighborhood Matching Grant

Chris Weckers is still taking input for possible uses for the Neighborhood Matching Grant Funds.  Under consideration is a request from Rec & Parks to apply for funding for a sign & accompanying landscaping at Averill Park.

Park Rangers

City plans to consolidate a variety of security positions including the park rangers effective January 9, 2005.  Under this plan the Department of General Services would become the blanket agency for all non-LAPD security officers.  We need to obtain more information and consider taking a position on this issue.

Attached is the list of the issues that the committee is tracking along with a brief status and tentative follow-up dates. 

Next Meeting

Next Meeting is scheduled for 6:30 pm September 29 at the San Pedro City Hall, 4th floor.  The two main agenda items will be presentation by the planning department on the basics of City Planning and the proposed resolution regarding inclusionary zoning.
