Issues Committee Report for November, 2002

I.  Beautification of North Gaffey

We have been informed that the MTA plans to release a Request for Proposals in the Spring that would be an appropriate source of funding for development of a master plan for North Gaffey.  It is our understanding that the RFP will also require a match of approximately $50,000.  The Issues Committee therefore recommends that the NWSPNC send a letter to the Department of Public Works requesting that they identify the necessary matching funds and submit a proposal to MTA. 

II.  Code Enforcement at 1032 Elberon

The Council received correspondence from a stakeholder regarding the appearance of this property.  It is a single family dwelling situated directly across the street from a church.  The house is basically a “junk yard” with a driveway full of items including 3 old refrigerators.  The side yard has a container and an abandoned trailer as well as a number of other items.  In front of the house is an oversized trash bin that has been there for months.  The owner is also encroaching on Peck Park property and uses the street to work on cars.  We have requested the Neighborhood Prosecutor’s Office, Recreation and Parks, and Public Works to send representatives to our meeting to discuss what can be done about this situation.

III.  City Budget Day

John Greenwood, Diana Nave, Bill Upchurch, Shari Hill, and Jody Van Meter attended the City Budget Day.  We submitted our survey responses and the following budget priorities:

            1.  Beautification of North Gaffey

            2.  Peck Park & restrooms for the Field of Dreams

            3.  Youth employment & after school youth programs

            4.  Street Paving (Shari took photos of the high priority areas and submitted them)

            5.  Safety and Graffiti removal

We had an excellent opportunity to speak with top departmental staff about our issues.  In addition, we met a number of other departmental representatives who are very eager to interact with the Neighborhood Councils.

IV.  Community Beautification

Shari Hill did an outstanding job of organizing a very successful community clean-up event on Saturday November 2 to remove litter along North Gaffey.

V.  Park Issues

The Issues Committee is proposing that Gat Lum, Regional Director, Recreation and Parks, be invited to the December Council Meeting to discuss issues related to Peck Park and the portion of Leland Park that is on North Gaffey.  The following issues/priorities were identified by the Committee.

Leland Park

        Removal of Tree Stumps

        Beautification, re-planting plan

        Hiring a youth organization to keep liter picked up

Peck Park

        New Restroom Facilities on Summerland Side

        Clean up of Canyon

        Promotion of Nature Trails through Nature Walks, 10k runs, signage, trail map, etc

        Safety fencing by ball fields

        Drainage problems

        Safety Vehicle Barriers

        Brush Clean Up – open park up, particularly along Summerland & Western

The Issues Committee is currently researching the status of restroom facilities at the Field of Dreams

V.  Other Issues

  • Jody is investigating the possibility of planting trees at Bandini School
  • Need to look at the impact of development of the Navy Property on traffic on Western Avenue
  • Public Works Department would like to make a presentation at a future Council Meeting regarding their services

VI. Next Meeting

Next meeting of the Issues Committee is scheduled for 7:00 pm December 3.
