Issues Committee Report for November, 2003

Capitol Drive Storm Drain

• The City made significant progress in cleaning out the storm drain and wacked the weeds.  We have requested that they complete the cleaning. 

• We have not received the timeline for the installation of the new fence.

• The Neighborhood Matching Grant Applications will be out soon and we should consider applying for one to beautify the area between the fence and the street.

Peck Park

1.  Clean Up Event

The Clean Up Event was very successful.  About 70 people participated.  We pulled 13 shopping carts and tons of trash out of the canyon and picked up the litter around the ball park and many other areas.

2.  Trails Grant

We obtained a copy of the Trails Grant Proposal submitted by the Department of Recreation and Parks.  They requested $120,000 for the first phase of the trails restoration program and will match it with $30,000 for a total of $150,000.  This amount will allow them to repair the two most seriously eroded areas, clear and grade nearly 3,000 feet of trail, remove many of the non-native plants, re-plant the burn area, and make 1,152 feet of the trails handicapped accessible.

Their proposal contained the following statistics for the communities within a one mile radius of Peck Park and Bandini canyon:

58% Latino
8.8% African American
4.1% Asian
75% renter occupied
64% Family Households
43% households earn less than $25,000 per year

3.  Master Plan

We continue to work with DONE and the Council Office regarding the contract with the Los Angeles Neighborhoods Initiative (LANI).  The current plan is for the Department of Recreation and Parks to contract with LANI and we will transfer our funds to that contract.  The contract will contain a section specific to our $10,000 for the initial phase.  The initial community meeting with LANI has been set for Monday January 26 at 6:30 pm at Peck Park...  A Steering Committee will be developed by LANI in conjunction with the Council Office to represent the various stakeholder groups.  This group will review the RFQ to be issued for an architect/planner and be involved in the resulting selection.  They plan to have completed the work and issued a Conceptual Plan Report by the end of July.  This timing is important in terms of the time line for submission of proposals for Trails Grants and Proposition K Funds.

4.  Citizen’s Patrol

A meeting was held with Officer Gonzalez to discuss the proposed Citizen’s patrol.  A community meeting for those interested in participating in the patrol is scheduled for Wed. Nov 12 at 6:30 pm at the Pistol Range.  The tentative plan requires acquisition of a car for use by the volunteers who would then be connected by police radio. The car, once obtained, would be donated to the Police Department for this purpose.  Several venues for acquiring a car are being explored.  Background checks would need to be performed on all volunteers and they would receive training.  The process will take several months. 

5.  Furniture

The Issues Committee is requesting that the Northwest San Pedro neighborhood Council approve an expenditure of up to $5,000 for new furniture for the Peck Park Club House entrance area.

6. Gaffey Improvements

Lance Oishi, Bureau of Street Services, will discuss some preliminary plans for North Gaffey Beautification at the Council meeting.

7. Consolidated Plan

The City has developed $400 million requests for the $87 million that is available in the Consolidated Plan for public facilities. One of the requests is for the renovation/ reconstruction of the San Pedro Library.  The Library is in the top 10 in usage of nearly 70 libraries in the City of Los Angeles.  Public Hearings on the consolidated plan recommendations will be held in January.  Issues Committee has requested a list of all of the proposed projects for our area in order to determine if we want to recommend taking a position on the Library and/or any other proposed projects.  This is scheduled for our next meeting.

8. Request for Speed Bump

A request for a speed bump in the 1200 Block of Elberon has been forwarded to the City for review.

9. Proposed Operations of Youth Facility at Cabrillo Beach

The Boy Scouts currently lease the Youth Facility at Cabrillo Beach from the Port of Los Angeles.  They still have a number of years left on their lease and have asked the YMCA of Metropolitan Los Angeles to assume that lease and to compensate them for the improvements. The YMCA has asked the Neighborhood Council for their input and support.  Coastal San Pedro Neighborhood Council is recommending against such support.

The facility consists of an outdoor Aquatics Center/Pool, 8 group camping and waterfront program areas which can accommodate 240 people in tents, and a two story Building that includes a dining room and a number of meeting and multi-purpose rooms.

The YMCA proposes to develop it into the Cabrillo Beach YMCA Center for Marine Education and Recreation under their Camp Facilities Committee.  The lease agreement with the Port of LA requires the lessee maintain the facilities.  The maintenance cost is currently estimated at $400,000 per year. Staffing costs vary with the intensity of the activities.  The Y has pledged to invest $5 million in privately donated gifts to acquire, improve and endow the operation of the facilities.

They are proposing to open the pool and aquatics center to a variety of youth organizations and neighborhood groups.  In addition, some time would be set aside for community access. 

The camp and ground floor of the building would be set aside for scheduled youth and family camping and specific classes/day use events. On Sundays, the entire area would be opened to the public. The upper floor of the building would be available for community uses.  Fees would be required for some uses.

Doug Epperhart, President of Coastal San Pedro, stated that the facility should be run by a public agency to maximize the opportunity for community usage. There is, however, no proposal from any public agency to operate it.  He suggested that perhaps the Cabrillo Aquarium or the Friends of the Cabrillo Aquarium would assume responsibility for it and that the Port should pay for it.  He also stated that there should be a local governance board.

The Issues Committee is recommending that the Northwest San Pedro Neighborhood Council sponsor a community forum to obtain additional community input prior to taking a position on this matter and ask the other Councils to join us as co-sponsors.

10. Motion Related to the United Food and Commercial Workers

The Issues Committee is recommending that the Neighborhood Council pass a resolution regarding the United Food and Commercial Workers and urge all both sides to return to the bargaining table and negotiate in good faith.  Draft wording for the resolution was developed subsequent to the meeting and is attached hereto.

A recommendation was also made that the Committee recommend the Council spend $5,000 for diapers, baby formula, and other items for the striking workers in our area.  DONE indicated that this would be allowable as an outreach expenditure as long as the items are identified as coming from the Neighborhood Council.  The Committee did not support this recommendation.

Next Meeting

6:45 pm, Monday November 17 at the Office of Councilwoman Janice Hahn.  Agenda items include the Consolidated Plan (including the San Pedro Library) and feedback from the Budget Survey.
