Governing Board Meeting Minutes

April 9, 2007, 6:30 p.m. - Peck Park

 

  1. The meeting was called to order at 6:42 pm by President Diana Nave.

 

  1. Roll Call of Board Members:  The following board members were present:  Andrea Adleman, Dan Dixon, Bonnie Easley, John Greenwood, Janet Gunter, Jody James, John Mavar, Diana Nave, Phil Nicolay, Barbara Schach, John Stammreich, Sanni Wehbe, Mary Hamlin, Capt. George Thompson and Pete Burmeister. Joe Gatlin was absent and Ray Patricio was excused.

 

  1. Addition to Calendar. Pres. Diana Nave announced that on April 17, the DWP Board of Commissioner will be holding their regular board meeting at 2pm and immediately following will be a special meeting (at 5pm) regarding the subject of Electrification of the Port and Energy Efficiency.  Held at the Port Administration Building.

 

  1. Approval of minutes.  Minutes from the March 12, 2007 meeting were approved as submitted.

 

  1. Presentation from Department of Public Works.  Richard Lee apologized for arriving late from City Hall in Los Angeles.  He provided a handout called “A 10-Year Look into the Future of Our City” and talked about the infrastructure system in L.A. and the problems we face.  They have a plan and want to work with the community to find out our priorities.  Mr. Lee was unable to provide specific information as requested by board members and stakeholders and offered to return with additional information at a future date.  He referred the public to the following websites where more information is available: www.lasewers.org and www.friends-of-la.org or call Public Affairs Office at 213-978-0333.

 

  1. Cabrillo Beach Boosters Re:  Bathhouse and Pavilion Project.  Gary Dwight and Allan Johnson gave a presentation on proposed improvements at Cabrillo Beach, and specifically to the Boathouse. The Port has provided them with a grant to continue with the design of the project.  They are proposing to build pavilions that will be glass and steel with storage and sinks. After their presentation a Motion was made by Pres. Diana Nave to support the project, the motion was seconded by Janet Gunter and approved unanimously by the Board.

 

  1. Fireworks.  This agenda item was a request for funds for the Fireworks at the Fourth of July Celebration at Cabrillo Beach, last year approximately 15,000 people attended.  John Greenwood made a motion to contribute $2500 to the John Olguin Fireworks Show, Capt. George Thompson seconded the motion which was approved unanimously by the Board.

 

  1. Upcoming NWSPNC Elections and Solicitation of Potential Candidates. 

 

    1. George Thompson gave a report and specifically discussed the last submission of changes to our Election Procedures which DONE has now approved.  We now need to formally adopt those approved changes.  George Thompson made a motion to adopt the approved changes which are shown on the NWSPNC website.  John Stammreich seconded the motion and the Board passed the motion unanimously. 
    2. Timeline.  Tonight is the start of the 10-day filing period.  We are going to make a request to DONE to make a mass distribution.  If we want a 2 page double sided handout, we will have to pay the additional amount for the 2nd page. We are still waiting for what that charge will be.  
    3. June 18th is the last day for write-in candidates to file. In order for statements to be published, they must get it to us electronically (by email).  There are 7 seats open 2951 2963, 2964, 2970, one business seat, one non-governmental seat, one education seat, one at large seat. 

 

  1. Reports from Public Officials
    1. LAPD – Irmina Dumaplin gave report. 

                                                    i.     Street racing and street vendors was her main topic.  For illegal vendors at Peck Park, they will send out the Health Department who are able to confiscate all illegal equipment and food. Call 213-978-4670 to report street vendors inside the park property.

                                                   ii.     Sunday evenings and Wednesday nights drag racing.  She has made a referral to their traffic complaint guy, William Mack. 

                                                  iii.     Still some problem with car theft.  This can be prevented by locking cars and keeping valuables out of sight. 

                                                 iv.     Capt. MacNamara was available to talk about Gang problems.  She announced that she will be leaving the area due to a promotion.  There will be two new captains, Dave Lindsey and Billy Hays. the commanding officer.  Harbor has increased their gang officers.  Transient car has helped crime in the area go down.  To report transients:  Email Officer Irmina and she will pass on the info. 

                                                   v.     Capt. MacNamara also made several comments regarding financial disclosures where officers working gang units must disclose their personal financials. 

    1. Councilwoman’s office report

                                                    i.     Eastview Little League Status--Gordon Teuber gave a report along with Ana Bosic. 22nd Street tank farm is being considered for three years as the new location for Eastview.  Gordon stated that it is supported by San Pedro Youth Coalition (representative of the SP Youth Coalition arrived later in the meeting and denied that the SP Youth Coalition has taken any position on this).  Parks and Rec would be managers of it.  Eastview would have to share the property with the community but they would have preference.  Several members of the community asked questions and made comments.

                                                   ii.     Cabrillo Beach.  Several comments were made about the upgrading of this area.

                                                  iii.     Peck Park Pool is open and Ana Bosic stated that it is being underutilized. 

                                                 iv.     Art on the Waterfront Event is on May 12th and each neighborhood council will be offered a free booth. 

                                                   v.     Planting Trees on North Gaffey on Sanitation property, September 8th.  Amerigas.  Gordon found out that it is for sale even though Amerigas says its not.

 

  1. Public Comments
    1. Caroline Brady-Sinco:  Talked about Harbor Interfaith Shelter which is the organization that Honorary Mayor Candidate Joe Donato is sponsoring.  Caroline had newsletters on hand and also commented on a fundraiser called Macy’s shopping day.  Contact Harbor Interfaith for more information.
    2. Michael and Mia Costigan.  Homeowners at 1064 Via Cordova are having neighborhood problems with shopping carts.  They were referred to the Issues Committee. 

 

  1. Issues Committee – John Mavar talked about the Big Sunday Mayor’s event.  The NWSPNC project will be weeding on Capitol on Sat. April 28th  9:00am-noon.  He hopes to get donations of food and water.  A Motion was made by John Mavar that we adopt for Big Sunday on Saturday 28th the weeding on Capitol 9-12.  Barbara Schach seconded the motion.  Passed unanimously.

 

  1. Lorena Nunez –CORO fellow was introduced. (She is conducting a study for us on the transportation policies.)  She will give us a full report at our May meeting.

 

  1. Discussion of SB530 and SB1000.  Janet Gunter provided information and background on SB1000 as it refers to proper zoning regulations for facilities to operate outside the sphere of residential use.  Referred to Issues Committee.   Janet would like to see letters of support sent to our elected officials.

 

 

  1. Newsletter Deadline -  Midnight tonight is deadline for articles. 

 

  1. Planning and Land Use Committee--Ponte Vista Update – John Greenwood talked about the Survey included in Random Lengths.  Positive news is that the developer is going to re-count the existing traffic on Western Avenue.  Last count was during storm drain work when traffic was less.  There are other items that need accurate information.  CAC meets next Thursday at Crowne Plaza.  Planning Dept has been at the meetings. 

 

  1. Motion regarding the Impact of Ponte Vista on Schools.  Pat Nave presented and explained the motion.   Janet moved the motion and it was seconded by Capt. George Thompson.  John Stammreich voiced concerns that the motion may send the wrong message that we support a school on the Ponte Vista site.  John Greenwood explained that there will most likely be less than 2300 homes as Bisno has proposed.  John Stammreich proposed an amendment but then withdrew it.  The Motion was voted on as presented.  No votes from Dan Dixon, John Stammreich and Pete Burmeister.  All other board members present voted yes.  Motion follows:

 

Text Box: Motion Regarding the Impact of Ponte Vista on Schools

Whereas, San Pedro has good schools and is a family town with a unique character worth preserving; and

Whereas, in the Year 2000 Census for the seven local area zip codes, the average number of school aged children was 0.64 (slightly more than three for each five households), as follows:

Whereas, Ponte Vista in its draft environmental impact report estimates 0.0865 (approximately one student for each twelve households), as follows:

Ponte Vista         2,300     199 students     .0865 per household

Whereas, if Ponte Vista generates the number of students typical of the local area it will actually have 1,472 school aged children and will have a substantial impact on the local schools; and 

Whereas, the LAUSD cannot require Ponte Vista to donate land for schools to mitigate the impact it may have on them, but the City can do so; and

Whereas, in other similar projects, such as Playa Vista with 2600 units, the City required the developer to provide land for a school;

Now Therefore, be it resolved that Northwest Neighborhood Council ask the Ponte Vista Community Advisory Committee and the Planning Department of the City of Los Angeles to consider the impact of the Ponte Vista project on local schools and include the impacts in their deliberations, including the possibility of requiring the developer to donate land for a school site. 

Be it further resolved, that a copy of this motion be forwarded to: Councilwoman Hahn, the Ponte Vista Community Advisory Committee, the Planning Department of the City of Los Angeles, the LAUSD.

  1. Budget and Finance.  Possible motion related to outreach expenditures.  Refrig magnets.  $1250 for 5,000 magnets, banner for NWSPNC 750.  Motion to approve up to $2000 for 5,000 magnets and banner.  John Greenwood seconded and motion passed unanimously. 

 

  1. Motion Re:  Authorized Signatures:  A motion was made by John Greenwood and seconded by George Thompson to add Dan Dixon and Mary Hamlin as an authorized signature on the NWSPNC accounts. Passed unanimously. 

 

  1. Motion Re:  Authorized Representatives for Community Impact Statements:  A motion was made by John Greenwood and seconded by George Thompson to add Dan Dixon and Mary Hamlin as an authorized signature for the purpose of submitting Community Impact Statements.  Passed unanimously.  

 

  1. Presidents Report: 
    1. Pat Nave is our PCAC Representative but he will be out of town.  Our alternate should be available.
    2. President Diana distributed a three page President’s Report. 
    3. Youth Coalition President wanted to clarity that they have taken no position on the east  view little league

 

  1. Next meeting, May 14, 2007.
