Governing Board Meeting Minutes

December 11, 2006, 6:30 p.m. - Peck Park

 

  1. The meeting was called to order at 6:35 pm by President Diana Nave.

 

  1. Roll Call of Board Members:  The following board members were present:  Andrea Adleman, Peter Burmeister, Daniel Dixon, Bonnie Easley, John Greenwood, Janet Gunter, Mary Hamlin, Jody James, John Mavar, Diana Nave, Philip Nicolay, Ray Patricio, Cpt. George Thompson, Barbara Schach and John Stammreich.  Not present :  Joe Gatlin.  Excused:  Sanni Wehbe.

 

  1. APPROVAL OF MINUTES.  The minutes from the November 13, 2006 meeting were approved as submitted. 

 

  1. Presentation:  San Pedro Chamber.  Postponed.  Camilla Townsend took ill, will try to re-schedule for Jan or Feb meeting.

 

  1. Port Committee:  Presentation by Conoco Phillips Re:  Installation of Wet Gas Scrubber.  Presentation by Nithia K. Thaver, Manager of the Technical Services Division.  Goals of project:  Produce cleaner, healthier air.  Meet FCC Particulate Rule 1105.1.  Reduce Sox: 45%.  Reduce Ammonia 65%, Particulates:  36 ton reduction captured every year.  Although there is a larger reduction of pollutants, there will be an increase in the steam plume.  Talked about the Project Schedule ending with final EIR in Spring 2007.  Construction is estimated to begin in Summer 2007 with an emissions test result in Fall 2008.  Katherine Padilla works with Outreach and gave a summation and talked about sending the out the NOP to the Neighborhood Council if order to allow us to make comments if any. 

 

  1. Port Committee Report:  Phil talked about the Port transportation projects,  Direct Service Contractors are asking for support which will be brought forth in the future.  Big news came out of the Harbor commissions meeting, 1) master plan for terminal island (concept plan), LAXT (coal terminal) has gone away.  2) master plan for Fish Harbor, supporting what is left of the fishing fleet.  PCAC membership, report to BOHC about how PCAC should be structured.  Geraldine wants the board to be smaller and no standing committees.  NC’s would have a greater role.  They will be discussing this at the upcoming Port committee meeting.  Janet Gunter gave comments regarding PCAC.  Next PCAC Board Meeting would be January 4th. 

 

  1. Peck Park Task Force:  Steve Kollety gave update on the Peck Park Canyon Concept Plan.  Funding in the amount of $120,000 is coming from State Parks Recreation and Trails Program. $1.92 million is being awarded from Prop 50 funds for water quality issues. The task force has been notified of an award of $6.19 million from Prop O funds.  This will now go to City Council for approval.  The Dept of Recreation and Parks will receive the money which will be administrated by LANI (Los Angeles Neighborhood Initiative).

 

  1. Public Comment on Non-Agenda Items:

 

    1. Anthony Pirozzi talked about the train derailment at Amerigas. AYSO evacuated the field of dreams for the derailment.

    2. Mary Jo Walker – New Childcare Facility being proposed at St. Peters Episcopal Church.  St. Peter’s conditional use permit (C.U.P.) is due Dec. 28th.   They are joining with the YWCA and proposing a child care facility for infant to pre-school (66 children).  This would be a licensed center.  The YWCA is currently turning away about 2-3 families a week who need child care, so the YWCA is very pleased about expanding the facilities at St. Peters to accommodate those families.  Information on the public hearing will be posted on our website as soon as it is available.

 

  1. Planning and Land Use
    1. JCC Homes – John Greenwood gave an update.  The original concept of single family homes that the NW San Pedro Neighborhood Council approved, has been approved by the City Council. Pete Burmeister asked questions about the Park relating to use of the park by the new residents of the JCC Homes Project.

 

  1. Ponte Vista Task Force. 
    1. Dan Dixon said today some members went downtown and visited the ATSAC Traffic Center.  The task force is moving forward on traffic issues, need of development, need for housing, infrastructure, etc.
    2. A motion was presented that the NWSPNC expend up to $15,000 for outside contractors to review and give advice to the Neighborhood council on the various aspects of the EIR for Ponte Vista.  The selection of these consultants will be delegated to an ad hoc committee consisting of at least three members designated by the President. Motion passed unanimously.
    3. Ponte Vista Draft EIR – discussion of potential comments.  Comments due Jan. 30.  Planning and Land Use committee talked about traffic.  Board and community members broke into four groups 1) Traffic with Dan Dixon; 2) Public Services with Barbara Schach 3) Population, land use and planning issues with John Greenwood 4) Economic and financial impact with Bonnie Beasley.  After gathering in groups, highlights of the discussions were presented.  These comments will go to Land Use and Planning Committee and will be added to our draft EIR comments.
    4. The neighborhood council will continue to work on these comments and present them at the Board and Community Meeting on January 8, 2007.  An additional NW San Pedro Neighborhood Council Community meeting will be held on January 22nd to continue discussion on these comments.  The EIR is available for review online at this link Environmental Impact Report.   Read our initial Comments here.  Read the latest information from the developer here.
    5. Possible motion regarding co-funding a survey related to Ponte Vista was withdrawn.

 

  1. REPORTS FROM PUBLIC OFFICIALS
    1. LAPD.  Officer Irmina Dumaplin provided her contact number of 310-869-2067.  She commented on the increase in auto thefts and urged citizens to leave valuables out of view in vehicles.  IPOD’s and cell phones that are visible are the biggest problem.  Phil asked about semi trucks parking on community streets and Officer Dumaplin asked that she be contacted and they can be cited.  Janet Gunter asked about officer recruitment and retention.  It was suggested that this would be a good item for discussion in the future or perhaps have it come to the Issues Committee.  Officer Dumplin suggested contacting the Department of Transportation for parking issues and not the LAPD.
    2. Mayor’s Office.  Mayor’s Representative reminded those present about the upcoming training for Neighborhood Council representatives. 

 

  1. DWP Budget Workshop – Gabriel Rivas attended the Dec 9 DWP Budget Workshop and provided a report.  At the workshop they discussed overall department strategic initiative.  Two handouts were provided at today’s meeting.  The next budget meeting will be in February. 

 

  1. 912 Commission – John Mavar gave a report.  The 912 commission is a 29 member board appointed by the Mayor and the City Council to oversee neighborhood councils and determine how well the system of neighborhood councils is working and to make recommendations to improve the system.  In Meetings are the first Thursday and 3rd Tuesday of every month.  In conducting its review, the NCRC (912 Commission) will hold several dozen public meetings throughout the city.  They now want to hear from you, the community, on how well your Neighborhood Council is representing you and your needs.  Written comments or brief spoken comments will be welcome at an upcoming public meeting at Narbonne High School Auditorium on January 9th.  6:30pm-9:30pm.  For more information contact Esther Cepeda (310) 809-0851; John Mavar (310) 344-0023 or Patrice Lattimore (213) 978-1074.

 

  1. President’s Report. 
    1. Hour long discussion on Channel 35. Pres. Diana was interviewed.  They talked about the pros and cons of NC’s.
    2. Pacific and Channel.  Left hand turn signal is being put in.  DOT talked about re-striping on Channel.  This council made the difference in the change. 
    3. Red Car extend down N. Gaffey, Pat Nave was at the Board of Harbor Commissioner’s meeting the night they talked about extending the car to Wilmington.  He asked that they look at extending it down to the Target run. 
    4. Cell Tower proposed at St. Peters was taken off agenda because of an inadequate presentation by the Cell representative.
    5. Newsletter.  Monday January 15th is deadline for articles. 
    6. Gordon Teuber was given special recognition for his hard work on the weeding project on Capitol Drive. 
    7. Thank you to Janice Hahn for the bus taking residents to the coliseum to support the San Pedro High School football team.
