Board and Community SPECIAL Meeting

January 22, 2007, 6:30 pm, Peck Park Auditorium

  1. The meeting was called to order at 6:30pm by President Diana Nave.

 

  1. Roll Call: The following members were present:  Daniel Dixon, John Greenwood, Jody James, Philip Nicolay, Ray Patricio, Cpt. George Thompson, Barbara Schach, John Stammreich, Sanni Wehbe, Mary Hamlin, Pete Burmeister.  Absent, Excused:  Andrea Adleman, Bonnie Easley, Janet Gunter, John Mavar. Absent:  Joe Gatlin.

 

  1. Presentation on Committee on Port Safety and Security postponed.

 

  1. Target:   A motion was made by Dan Dixon to approve in concept the Land Use & Planning Committee’s comments on Target Store’s Mitigated Negative Declaration and instruct President and Planning and Land Use Committee Chair to review and submit the final document.  Seconded. Amendment:  Motion made and seconded to add comments of Philip Nicolay.  No public comments.  Jody James asked for clarification of some of Mr. Nicolay’s comments.  Peter Burmeister made a Motion to Amend the Amendment to include “use of local union labor and local hiring of providers and contractors.”  Motion Approved with both amendments.

 

  1. Ponte Vista:  A report of the Land Use and Planning Committee comments and recommendations was given by Committee Chair, Dan Dixon.  Dan then asked President Diana Nave to walk the Board through the draft outline and cover letter.  Highlights of discussion included:   Neighborhood Council obtained the services of a demographer who used six different methods of calculating population, all of which yielded a projected population at least 50% higher than that indicated by the developer.  Developer used 2.0 and 1.5 for single family and senior respectively   vs. 2.6-4.16 and 2.48 per the demographer.  A number of new developments were not addressed by the Draft EIR such as the 3720 daily truck trips generated by China Shipping traffic and the new fire station being constructed on Gaffey Street.  Regarding the economic impact, the 81% taxable sales and average income of $144,000 per household seem unrealistically high.  The Draft EIR did not give sufficient information regarding affordable housing and number of bedrooms per unit.  Pat Nave lead the discussion of Transportation and Traffic pointing out data used by other projects indicated a 21-37% higher traffic count than those noted in the EIR.   A motion was made by Dan Dixon to Approve in concept comments on the Ponte Vista Draft EIR and instruct the President and Committee Chair to review and submit the final document.  Motion was seconded and approved.    An Amendment was made, seconded, and approved to incorporate comments from the draft cover letter.    An Amendment to the Amendment was made by John Greenwood to include comments regarding Assisted Living and ADA regulations.  Motion seconded and approved. 

 

  1. Budget:  John Greenwood presented proposed mid-year budget adjustments including designating funds for a Coro Fellow ($5,000) and a Research Consultant ($4500).  The Coro Fellow would be asked to look at DOT’s overall approach to traffic impacts and mitigations and recommend possible changes to City Policy.  John made a motion to Approve the Revised Budget.  Motion seconded and approved.

 

  1. Bylaws Committee:  An Amendment was made by John Greenwood to Respond to DONE recommendation of change relating to quorum.  Motion seconded and passed.

 

  1. Updates:  President Diana Nave announced meetings coming up tomorrow and Wednesday.

 

  1. Public Comments:    The City of Rancho Palos Verdes has submitted comments on the Ponte Vista EIR to the City of Los Angeles.
