Community Meeting Minutes April 10, 2006, 6:30 p.m. - Peck Park Auditorium
2. Roll Call of Board Members: The following board members were present: John Greenwood, Andrea Adleman, Bonnie Easley, John Mavar, Philip Nicolay, Hoshang Pavri, Esther Espinoza Ek, Dan Dixon, Allie Tolliver, Ray Patricio, and Sanni Wehbe. President Diana Nave and board members Jody James, Patricia Polcuch, Capt. George Thompson, John Vladovich and Chris Wickers were excused. 3. Approval of Minutes: The Minutes of the March 13, 2006 Neighborhood Council Meeting were approved as presented. 4. Ponte Vista: Bob Bisno of Bisno Development gave a quick overview of the Ponte Vista project for those in attendance who may not have heard details. As a part of the development, Bisno Development will construct two ball fields for Eastview Little League and build an access road through their property to the new Mary Star High School. Two additional acres, originally designated for two additional ball fields, will be committed to other community needs. Bisno Development is open to ideas for use of those two acres. Bisno will also synchronize the signals on Western Avenue. Mr. Bisno explained that the R1 zoning was irrelevant since the property was under control of the Federal Government. He explained why he didn’t believe that an R1 zoning is the best use for this development. The stakeholders asked questions about parking, grading, excavation of dirt and the proposed high school. David Stanovich, President of the Eastview Little League answered questions about the use of the ballfields. He agreed that the fields will be available for other groups when not used by Eastview. He hoped the same policy would apply to the Field of Dreams. Several residents of the area close to the proposed development gave their opinions of what they felt would be negative impacts. Several members of the community also voiced their support of the project. A traffic expert also gave comments regarding his work with traffic studies and talked about the recommendations of the Western Avenue Task Force. 5. Community Planning Forum. Andrea Adleman talked about a Community Planning Forum to be held on Saturday, April 29 from 10am-12 noon, which is sponsored by the three San Pedro Neighborhood Councils. Speakers include representatives from the L.A. Zoning Administration, L.A. City Planning Department and LA City Department of Transportation. This is an opportunity for community members to learn about the city’s general plan, community plan, specific plan etc. and how they apply to San Pedro. The forum will be held at the Brown Bros. Building, 455 W. 6th Street, San Pedro. 6. Survey: Andrea Adleman also distributed a survey entitled “San Pedro is Changing.” Organizations representing our community—neighborhood councils, resident associations, business groups, and others—need to know what the community thinks about the plans for our area. This survey is included in the NW San Pedro Neighborhood Council newsletter. 7. LAUSD Meeting. Report from Dan Dixon about the recent meeting of our Planning Committee with School Board member Mike Lansing. LAUSD strongly believes that a comprehensive high school is better educationally than creating several small high schools. It would be better able to meet the needs of youngsters and less expensive to build and operate. The proposed new high school would have four smaller learning communities and should be completed in 2012. It will only meet the need for new students in the Narbonne and San Pedro High School areas, and not relieve the current overcrowding at those schools. 8. Dept. of Public Works Oversight Committee. Soledad Garcia of the Coastal San Pedro Neighborhood council talked about the Dept. of Public Works Oversight Committee and the MOU between NC’s and the DWP. The executive committee hasn’t yet met with the general manager regarding increases, but they will be scheduling a meeting in the next two weeks. 9. Reports from Public Officials a. Ana Bosic of Councilwoman Hahn’s office talked about today’s press conference where Janice Hahn announced the arrival of the goats at Hernandez Ranch. b. LAPD Sr. Lead Officer Steve Muirhead commented that the ATV program is back up and running, the lessons plans are done, and the program is being approved by Sacramento now. 10. Public Comment: April Sandel made an announcement about a Conference on Redevelopment Abuse on April 22nd at Burbank Airport. This relates to ending eminent domain abuse in California. 11. Elections Committee a. Election procedures: A motion was made to approve the revised procedures for the June NWSPNC Election. The motion was approved unanimously. b. Election & Candidate Information Session. The requirements to run for Board positions in the June election were reviewed. Applications will be available on our Website. 12. Planning and Land Use Committee a. Motion #1 Regarding Fund for Undergrounding Utilities: The Northwest San Pedro Neighborhood council hereby requests that the City of Los Angeles study the feasibility and criteria for providing funding to move utilities underground, by assessment on development projects not otherwise required to provide such undergrounding, on a per development basis. Motion passed unanimously. b. Motion #2. Regarding Curbs, Gutters, and Sidewalks for Channel St: The Northwest San Pedro Neighborhood Council requests that Councilwoman Janice Hahn allocate funds for the installation of curbs, gutters and sidewalks on Channel Street between Gaffey St. and Park Western, in areas not required to be no improved by private developers. Motion passed unanimously. c. Motion #3 Regarding agreement with Bill Pope for Traffic Consulting Services: The Northwest San Pedro Neighborhood Council agrees to allot a budget not to exceed $3,000.00 for fiscal year 2005-2006 to engage Mr. Bill Pope of Mar Vista to consult and educate the Council on issues pertaining to developers’ responsibilities in mitigating traffic issues in the Northwest San Pedro area. Motion passed unanimously. d. Motion #4 Regarding Ball Fields at Sanitation Yard: The Northwest San Pedro Neighborhood Council requests that the City of Los Angeles develop a comprehensive plan for the use of the new ball fields which gives priority scheduling preference to Eastview Little League on its training and game days, but allows and encourages public use of the playing fields during the rest of the year and on non-playing or practice days during the Little League Season. Motion passed unanimously. 13. Port Committee – Phil Nicolay gave his report. The following motions were presented to the NWSPNC Board regarding instructions for our PCAC Representative at the next meeting: PCAC MOTIONS a. PCAC recommends to the Board of Harbor Commissioners that Port staff move forward to redirect misaligned container flood lights, away from residential areas to reduce unnecessary glare, within 30 days after being submitted to the Board of Harbor Commissioners. Safety and security will not be compromised. Motion passed unanimously. b. PCAC recommends to the Board of Harbor Commissioners that the Port preserve all existing operable boat yards in the Port, assist boat yard owners in complying with current and future water quality and other environmental requirements, and to designate a site for at least one boat yard facility in or near the outer harbor; and work with local professional boat repair specialists and boat owners’ associations in preparing an in-water boat maintenance guidebook; and set aside an area in the Port where boat owners can perform in-water boat maintenance. Motion passed unanimously. c. PCAC recommends to the Board of Harbor Commissioners that the Harbor Commission include the waterfront enhancement projects in the Port’s 2006-2007 budget and move forward with consideration of the project as previously recommended in the November 15, 2005 memorandum. Motion passed unanimously. 14. Traffic & Transportation – John Mavar gave his report and presented the following motions: a. Motion on Bus Transfer center (Harbor Blvd)

Freeway at Channel Street 15. Committee & Liaison Reports a. Fireworks Committee Update, John Stammreich gave update. b. Cert Classes. John Greenwood reminded everyone about this upcoming training. c. Outreach Committee/Newsletter. Andrea gave comments regarding the upcoming forum. d. Request for NWSPNC to co-sponsor Meet the Architect Forum for LAUSD High School on May 13, 10 a.m. at Peck Park. John Greenwood brought up a Motion that the Board agree to co-sponsor the aforementioned. Passed unanimously e. Motion to appropriate $600 for Mayor’s Day of Service. Motion passed unanimously. f. Congress of Neighborhood Councils - Motion to appropriate up to $200 for Inside City Planning seminar with Jon Perica, April 29, 10 a.m –Noon, Brown Brothers Building. Motion passed unanimously. 16. Treasurer’s Report – Distributed by Sanni Wehbe. 17. President’s Report a. Self-Assessment of Neighborhood Councils. Built into the city requirements that we self-assess us. This will be coming up. Possibly a subject for the board retreat. b. Appointments. Committee being formed to work with the Developer and try to find something that is mutually acceptable. Dan Dixon is being appointed to this committee. 18. Next Meeting, May 8, 2006. 6:30pm 19. The meeting was adjourned at 8:59pm. |
