NORTHWEST SAN PEDRO NEIGHBORHOOD COUNCILMEETING MINUTES - June 13, 20051. The Election meeting was called to order at 6:40 PM by Neighborhood Council President John Greenwood. The first speaker, Ray Burch, Chair of the Election Committee gave Election information and then introduced the candidates: Tract 2951: Phil Nicolay. Paul Gallarza (not available), Corey Mahler, Richard Paoletti (not available). Tract 2963: David Arvonio, Daniel Dixon, and Janet Head. Tract 2964: Marjan K Mijat, William Peterson, Ray Patricio and George Newberry. Tract 2970: David Andrade, Linda Wesley, John Mavar, Bob Ashfield and Don Glavich. Non-Governmental Organization: Donald DeKay and Jody James. Business owner or Work in area: Allie Tolliver Involved in Educational Organization: Bonnie Easley At Large Representative: Hoshong Pavri The candidates had an opportunity to speak before the voting was concluded and the polls were closed. 2. Roll Call of Board Members: The following board members were present: John Greenwood, Andrea Adleman, Esther Espinoza-Ek, Guillermo Villagran, Marisa Trutanich, Philip Nicolay, Bill Upchurch, Carlos Garcia, Jody James, Margaret Moilov, Ray Patricio, Capt. George Thompson, John Vladovich, Sanni Wehbe, and Chris Wickers. Patricia Polcuch and Diana Nave were excused. 3. Approval of Minutes. The May 2005 minutes were approved. 4. Report from Councilwoman’s office. No report. 5. LAPD report. No Report 6. Public Comment: Margaret Moilov thanked the Board for their hard work and team spirit and made comments on the Northwest San Pedro Neighborhood Council. She urged that all the candidates and the members of the community present get involved with the neighborhood council. She commented that August 11, 2005 there will be an Environmental and Employment Fair at White Point Nature Preserve which will include hikes and tours. President John Greenwood commended Margaret for putting together the Peck Park Cleanup Project. Margaret then gave highlights from the Cleanup and mentioned the various organizations that came out to help. That day there was a collection of 4.5 tons of debris. ATV’s and goats were showcased at the event. 7. Outgoing Board Members. President John Greenwood thanked those board members who are not up for re-election. Guillermo Villigran addressed the candidates who were still present and mentioned that even if they are not elected there are many committees that need assistance. Outgoing Board Member Bill Upchurch also made some comments. Carlos Garcia made comments on the success of our Neighborhood Council and thanked Phil Nicolay for his work on the Port. 8. Goat Project. Ray Patricio spoke about the delays in the project. 9. Motion related to Water Purification. A motion was passed unanimously by the Board that the NWSPNC write a letter of support as requested by Shannon Jaxx related to a Water Purification grant for Peck Park. 10. Port committee Report: Phil Nicolay handed out a written report from the Port Committee and talked about a proposed Joint San Pedro Neighborhood Council Motion. A vote was taken. Board member Esther Espinoza-Ek abstained), the motion was then passed unanimously by the remaining Board Members as follows: ----------------------------------- Proposed Joint San Pedro Neighborhood Council Motion Whereas, the Port of Los Angeles, at the direction of the Board of Harbor Commissioners, asked San Pedro’s three neighborhood councils to provide comments on its Bridge to Breakwater Project Description prior to an environmental impact review. Recently, the Port requested the three neighborhood councils to draft a Lower Density Alternative for evaluation in the upcoming environmental review conducted by the Port and the Army Corps of Engineers. Whereas, in cooperation with the Port, the three Councils held a community workshop on June 4, 2005 to review the draft of a Lower Density Alternative, and received comments from the public. The three San Pedro Neighborhood councils herein ask the Board of Harbor Commissioners to ensure that Port staff and consultants working on the Bridge to Breakwater Project CEQA documentation: 1. Provide the resources and data needed by the Neighborhood Councils to create and depict, in a timely manner, a Lower Density Alternative that is fully consistent with the objectives in the final San Pedro Waterfront and Promenade Master Development Plan from Bridge to Breakwater Project Description. 2. Provide the raw comment data from the June 4, 2005 community forum. 3. Work together with the Neighborhood Councils working group to complete a Lower Density Alternative to meet the schedule planned by the Port for the environmental review. 4.
Include the completed Lower Density Alternative, provided by the Neighborhood
Councils, in the EIR/EIS as an alternative to be coequally evaluated
during the environmental review. ------------------------------------ Phil Nicolay then presented the “No Net Increase PCAC Motion”. Comments were then made by Lou Battaglia, Jody James, Donna Eppington of the Wilmington Neighborhood Council and Carlos Garcia. Four board members abstained from voting, three board members voted yes and seven board members voted no. The motion did not pass and the Board instructed our representative Shannon Day to abstain from voting on the motion at the next PCAC meeting. The third motion presented by Phil Nicolay of the Port Committee related to the Liquid Bulk Facility and specifically that the PCAC recommend to the Board of Harbor Commissioners that they instruct Port staff to develop a plan, etc. There were comments from Margaret Moilov, Lou Battaglia, Carlos Garcia and Jody James. Three board members abstained from voting, three board members voted “no” and six board members voted “yes.” The remaining board members were not available for the vote and the Motion was not passed. 11. Issues Committee. The committee reported that the M.O.U. with Beacon House will be postponed for one month. Chris Wickers talked about the North Gaffey Beautification Project and the upcoming meetings and community workshop that are scheduled June 25th from 10:30-12:30. He presented a motion to the board which was passed unanimously as follows: ----------------------------------- Northwest San Pedro Neighborhood Council Resolution Re: Sanitation Facility on North Gaffey WHEREAS the Northwest San Pedro Neighborhood Council is in the process of creating a conceptual land use and traffic plan for N. Gaffey between the 110/47 off/on ramp and the AmeriGas Facility; and WHEREAS the land use and traffic plan will be completed no later than December 2005. WHEREAS the sanitation facility located on North Gaffey Street is or will soon be vacated and a decision regarding the future use of this property will be made as a result thereof. NOW THEREFORE BE IT RESOLVED that the Northwest San Pedro Neighborhood Council requests that Councilwoman Janice Hahn’s office and the city of Los Angeles not take any action that would preclude the possible future uses of this property that will be identified by the land use and traffic plan until said plan is completed. ---------------------------------------------------- Esther Espinoza-Ek announced.the next meeting of the Issues Committee on June 22nd at San Pedro City Hall at 5:30 in Room 452. 12. Education Committee. No report this month. 13. Website: A motion was made the continue website services agreement with Lee Uran for one year and approve up to $1100 for the service. The motion passed unanimously. 14. Finance Committee: Outgoing Board Member and Treasurer Bill Upchurch provided a Treasurer’s Report handout. President John Greenwood commented that the council will not have a treasurer until a new treasurer is elected and trained. 15. Miscellaneous Comments: Margaret Moilov commended the Issues Committee for the excellent newsletter. Ray Patricio requested that we make a motion at the next meeting to hire the park to put away tables and chairs after the board meetings. Jody James asked for update on upcoming housing projects and developments in the San Pedro area and provided information that she had on some planned developments. John Greenwood will be attending the CRA (Community Redevelopment Agency) meeting. Margaret Moilov suggested we group together with other NC’s in San Pedro to have a unified voice regarding upcoming developments. 16.
