MEETING MINUTES

August 23, 2003 Retreat

MEETING MINUTES

I. Team Building Exercise -
Board members (Board) and other attendees described their respective community group and business affiliations.

II. Introductions  

III. Team Planning -
Board determined that the purpose of the NWSPNC is to take an advisory role with the City of Los Angeles (City) and take action on high priority issues to supplement City resources.       

IV. Priorities of the NWSPNC -
Board developed NWSPNC’s priorities for the next 12-18 months as follows:

1) Equal representation on Port Community Advisory Committee

2) Fair allocation of City services

3) Peck Park Master Plan

4) Outreach

5) Community beautification

V. Priorities Consistent with NWSPNC Purpose -
Board determined that the aforementioned priorities are consistent with the purpose of the NWSPNC.

VI. Peck Park Trails Grant Application -
John Greenwood reported on meetings with Recreation and Parks, the Council Office, and the Palos Verdes Land Conservancy.  He stated that although it is desirable to have a master plan prior to submitting any grants, it is not essential.  Recreation and Parks suggested that we contract with the Palos Verdes Peninsula Land Conservancy to develop a trails grant.  The Council Office concurred, but requested that the grant application also include Bandini Canyon.  Since Bandini Canyon is in the Central Neighborhood Council, John spoke with Howard Uller regarding the possibility of their sharing in the cost of the grant application.  Howard will present this at their next meeting.

Motion passed to authorize up to $5500 for the Palos Verdes Peninsula Land Conservancy to write a trails grant for Peck Park and Bandini Canyons and ask Central Neighborhood Council if they will share the cost. (Moved Upchurch, Seconded Nave).

 VII. Procedure for stakeholder input in L. A. City Budget process -
Marisa Trutanich reviewed the process for Neighborhood Council input into the City Budget.  Each neighborhood Council must survey at least 200 stakeholders and hold a hearing on the budget.  A number of suggestions were made for receiving input including the following:

- ConocoPhilips will donate a gift certificate for $100 of gasoline to be awarded in a random drawing of returned surveys (Board members will be ineligible)

- Surveys will be distributed throughout the community

- Each Board Member will be responsible for completing at least 20 surveys

- It will be posted on the website

- Place in the San Pedro Magazine (John will contact Jack Barric)

- Since Coastal is placing the survey in Random Lengths, work with them to identify which surveys are appropriate for Northwest

- Provide surveys to Ralph Appy for insert into the AYSO fliers at Field of Dreams

Motion passed to authorize up to $1,000 to insert the survey into the San Pedro Magazine or similar publication. (Moved Nave, Seconded Upchurch)

VIII. Committees/Appointments -
A Port Activities Committee was established with Philip Nicolay as chair.  Shannon Day, Jeff Calendar, and Dave Rivera volunteered to be members.

Shari Hill was appointed to handle the website.
