NORTHWEST SAN PEDRO NEIGHBORHOOD COUNCIL

MEETING MINUTES

November 8, 2004

1. The meeting was called to order at 6:40 PM by President John Greenwood

2. Roll Call of Board Members:  The following board members were present:  John Greenwood, Andrea Adelman, Marisa Trutanich, Philip Nicolay, Bill Upchurch, Carlos Garcia, Jody James, Margaret Moilov, Ray Patricio, Patricia Polcuch, Capt. George Thompson, John Vladovich, Sanni Wehbe, Chris Wickers.  The following board members were excused:  Diana Nave, Guillermo Villagran and Esther Espinoza-Ek. 

3. Minutes of October 11,  2004 meeting.  The minutes were approved with minimal changes related to PCAC and the steering committee.

4. Presentation by JCC Homes on Kinder Morgan Housing proposal.  Greg Delgado, President, and Richard Gould, both of JCC Homes made their presentation related to the 1.4 acres on North Gaffey Street which is in escrow.  They proposed the building of 135 Detached Homes and showed pictures of a similar project to provide a perspective of exactly what this project would look like.  Margaret Moilov asked about the Quimby funds, and was assured that money from this project will be available for nearby parks.  Stakeholders made comments regarding traffic congestion, parks, schools & zone change.  All in attendance felt favorably about the project.  A vote will take place at next month’s meeting.

5. Presentation by Rolling Hills Prep on their plans for Naval Reuse site.  Robert (Bob) Van Nice, President of the Board of Trustees and Jim Krause, President of Non-Profit Ventures and RHP Project Manager gave their presentation.  They are launching their capital campaign.  Rolling Hills Prep School is a school for grades 6-12 and specifically for college-bound students.  They also accommodate students with learning disabilities.  Their plans are to open on September 6, 2006.  The project is being designed and built using the LEEDS certified protocols.  Also, it is being designed with conferencing opportunities in mind for non profit organizations, community organizations, theater projects, art projects etc.  Traffic, parking and noise are the main issues and have been addressed in the plan.  They are a Non-profit organization under IRS 501 C-3.  Several stakeholders asked questions and made comments regarding specifics of the school itself.

6. Public Comment.  Sal Zambrano, Program Manager for San Pedro Waterfront Redevelopment Project, made a short presentation and announced that Dec 3rd will be the grand opening of the first phase of the bridge to breakwater project.  He provided a 15 page Draft Project Description of the Master Development Plan from Bridge to Breakwater.  His comments were followed by additional information from Jan Green-Rebstock, Environmental Specialist with the Port of Los Angeles.  She talked about the Public Involvement Process for San Pedro Waterfront and Promenade Master Development Plan. Her handout showed a Community Imput timeline.

7. LAPD.  Senior Lead Officer Steve Muirhead returned to give an update on the Proposed Harbor Division All Terrain Vehicle Program.  His handout showed the areas that can be patrolled with these vehicles in addition to training, guidelines, storage and liabilities related to the program.  The initial start up cost is estimated at $25,000.  He discussed recent successes in the All Terrain Vehicle Program.  Margaret Moilov talked about possible fundraising ideas through Issues Committee related to this program and possibly getting the community involved, etc.

8. Linda Grimes from Central San Pedro Neighborhood Council talked about the upcoming meetings and events.

9. Caroline Brady of Councilwoman Janice Hahn’s office talked about the Home Shade Tree program.  She announced that it is possible to get up to 7 free trees for every yard in the community.  She urged stakeholders to “take a class and get free trees.”  The class was to tape place Wed 6-8pm, city hall building room 452.  She also commented on the November 9th Bone Marrow Drive held at Liberty Hill Plaza, 100 W. 5th Street.  This related to an LA Port Police Officer who has leukemia and needs bone marrow donor.  She also talked about Averill Park and an upcoming meeting to come up with solutions.  The meeting was scheduled for 5pm Wed, City Hall Office, 638 S. Beacon Room 552.    Regarding recent concern with the bus routes, she mentioned that there is a possibility of a future transit center in San Pedro. 

10. Margaret Moilov, fundraisier for White Point Nature Preserve.  Margaret announced that the fundraiser will take place on November 13 from 8am to 11am and tickets will be $5 each but $10 at the door.  The fundraiser would include a breakfast, silent auction, environmental booths, live music and to be held at the Nature Preserve on Paseo Del Mar.

11. Treasurer’s Budget Report.  Bill Upchurch discussed the 2004/2005 Operating Budget.  Bill needed approval at this meeting to be able to submit the budget.  A motion was made and seconded to accept the budget as presented.  There were no questions for discussion from the board and the Motion to approve the 2004/2005 Operating Budget was passed. 

12. Newsletter.  Guillermo Villigran was not present but did leave information with Pres. John Greenwood that the newsletter is almost ready to go.

13. Transportation Committee Report.  Nov. 29th is the next meeting at 7:30pm at the San Pedro Municipal Bldg.  We are sending a support letter to the Councilwoman’s office.

14. Education Committee Report.  Patricia Polcuch reported that the committee will be providing two $500 awards for community involvement by kids.   The intent is to reach out to the broader community.  Margaret Moilov commented that this should be an award for anyone who is doing public service which could include adult school and not just focus on high school or middle school since the purpose is community service.  Patricia further discussed getting the forms out and making a deadline.  Schools all need more volunteers for tutoring after school.  It was commented that we cannot use city money for scholarships.

15. Port committee Report.  Philip Nicolay reported that the first phase of the Beautification Project will be completed Dec. 3, and the second phase is out to bid.  EIR is going forward.  Extension of red car.  China shipping is ongoing, specifically mitigation funds.  He also discussed the time line.  Shannon Day talked about the Waterfront Conference.  

16. President’s Report. At our next meeting we will review the goals set at our retreat.  He had a meeting with DWP officials to look at the cost of undergrounding the power lines from the bridge to the police station.  DWP will figure out the costs to put lines underground.  Part of our China Mitigation proposal is getting wires underground.

17. Issues Committee Report.  Chris Wicker reported on port security and specifically that the central council has implemented monthly port security meetings to get an idea what the contingency plans are if something happens.  Tues Nov. 16th is next Port Security meeting. 

Next meeting of the Northwest San Pedro Neighborhood Council is scheduled for December 13, 2005. 

With no further business, the meeting was adjourned at 8:40pm.
