PORT COMMUNITY ADVISORY COMMITTEE (PCAC)

WHEREAS, the Charter of the City of Los Angeles establishes the Neighborhood Council system as a mechanism for the people of the City to provide input into the operations of the City in their neighborhoods; and

WHEREAS, the neighborhoods in the harbor area have five well-established neighborhood councils, three in San Pedro, one in Wilmington, and one in Harbor City, each representing about 25,000 residents, businesses, labor organizations, and community groups; and

WHEREAS, the Board of Harbor Commissioners has established the Port Community Advisory Committee (PCAC) to assist in reviewing present, past and future environmental reports and mitigation, and other Port related matters; and 

WHEREAS, the PCAC consists of 35 members, including members from various homeowner groups, community organizations, businesses, and labor, of which only six are representatives of Neighborhood Councils; and

WHEREAS, the PCAC is an ideal forum for the Neighborhood Councils to discuss matters concerning the Port of Los Angeles and the neighboring communities, along with representatives of other interests in the community; and

WHEREAS, the current scope and structure of PCAC make it difficult, if not impossible, for Neighborhood Councils to understand the issues and instruct their representatives appropriately; and

WHEREAS, the number, length, and frequency of meetings has made it impossible for our representative to cover them all;

NOW THEREFORE, the Northwest San Pedro Neighborhood Council requests the Board of Harbor Commissioners to consider ways to make the PCAC more responsive and increase the voice of the Neighborhood Councils in the planning process; and

NOW THEREFORE, the Northwest San Pedro Neighborhood Council requests the Board of Harbor Commissioners to publish to the Harbor Area Neighborhood Councils all committee reports related to any vote at least one month prior to that vote being taken.
